JOE may be a first: a text editor that advises its Windows users to edit its executable with Resource Hacker to set configuration options... :o
JOE is a full featured terminal-based screen editor which is distributed under the GNU General Public License. JOE has been around since 1988 and comes standard with many Linux distributions.

JOE for Windows can be downloaded in two versions, a MSI archive and a so-called "standalone" version...

I'd advise you to download the former and (Uni)extract to wherever you fancy, since you'll get plenty of extras like syntax highlighters, color schemes, and documentation -- in this manifestation, JOE is composed of an executable a little over 100KB and a 'joewin.dll' with 850KB.

As for JOE's standalone version, its single executable weighs a smidge over 1000KB.

Both versions are natively portable, provided there's a 'joerc' file in a 'conf' sub-folder of JOE's program folder, with one caveat: you can't just create an empty file there or else JOE won't run. I tried it and this is yet another reason not to get this version, IMHO.

JOE's current version is v4.6 released 2018-01-09 (changelog is at https://joe-editor.sourceforge.io/NEWS.html).
