Tabby is a multi-platform FLOSS terminal app that happens to be portable in Windows.
Major caveat: Tabby appears to be Electron-based (untested!).

[Tabby's a terminal for Windows] but nice: support for different shells in the same window; better tab completion cmd.exe thanks to Clink; Explorer menu integration; optional portable mode; current directory detection that works.
Tabby will run as a portable app on Windows, if you create a data folder in the same location where Tabby.exe' lives.
