For quite some time now I'm searching for a good disks/files cataloger, reliable, free, portable and able to create one single database, in a common format. I did not find it yet and the best (by far) candidates are (paid, not portable) WinCatalog and abeMeda.
Strictly for searching files (even on offline volumes) I'm using the best tool there is: Everything (v1.5a).
I will bring to your attention this app that is promising (open source, portable) but, in my opinion, is not yet ready for prime time (small bugs, slow): Katalog.
EDIT: added here https://www.portablefreeware.com/index.php?id=3119
EDIT 2: for portability of the "Collections" folder you can edit the "katalog_settings.ini" file and change the line "LastCollectionFolder=" to a relative path (I have it set up as "LastCollectionFolder=./collections" ).

Currently at version 2.3, it stores the settings in its own folder but it is not stealth (Qt registry entries).Katalog is an application to manage storage devices and catalogs of files to search and get statistics
Create catalogs from different sources or devices,
Search files even when the devices are disconnected, and find duplicates or differences
Explore the contents of the catalogs while devices are disconnected,
Organize your collection of Catalogs and Storage devices, and get Statistics,
currently available in English, French, Czech, and German
Linux(Plasma) and Windows.
